Please read this Terms of Service ("Agreement") carefully and thoroughly before using NetTools (the "App"). Clauses marked in bold, underlined, or both are particularly relevant to your rights and obligations and require your special attention. If you do not agree with any part of this Agreement, please do not register, log in, or use the App or its related services. Your registration, login, or use of the App constitutes your acceptance of and agreement to be bound by this Agreement.
1. Scope and Definitions
1.1 Parties
- "We" / "Us": The operator of the App, namely Baixi Technology ("Baixi").
- "You" / "User": The user of the App.
1.2 Subject Matter
This Agreement applies to the NetTools mobile application and all services provided through it (the "Services"), including but not limited to:
- Ping network latency diagnostics
- TCP port scanning
- Subnet device scanning (ARP-based)
- DNS domain name resolution
- Traceroute
- Speed test
- IP geolocation lookup
- HTTP connectivity testing
- Whois lookup
- PRO membership subscription services
- Feedback and technical support
- Any additional services we may introduce from time to time
1.3 Amendments
- We reserve the right to modify any term of this Agreement at any time. Modifications take effect upon posting within the App and require no separate notice. If you do not agree with the modified Agreement, you have the right to stop using the Services. Continued use of the Services constitutes acceptance of the modified Agreement.
- We encourage you to review this Agreement periodically to stay informed of your rights and obligations.
- Previous versions of this Agreement will be archived within the App for your reference.
1.4 Relationship to Other Agreements
- This Agreement is the legal agreement between you and Baixi concerning the App and Services.
- Matters not addressed herein shall be resolved through separate consultation between the parties and confirmed in writing.
- If any provision of this Agreement is held to be invalid or unenforceable, the validity and enforceability of the remaining provisions shall not be affected.
2. Obtaining the App and Account Registration
2.1 Obtaining the App
You should obtain the App through legitimate channels:
- Official Channels: We publish the App only through the following official channels:
- iOS: Apple App Store
- Android: Google Play, Huawei AppGallery, Xiaomi App Store, and other partner app stores
- Third-Party Channels: If you download the App from non-official channels, all resulting risks are your own. We make no express or implied warranty as to the security, integrity, or legality of any unofficial version. We are not responsible for any loss (including but not limited to data leakage or device damage) caused by the use of unofficial versions.
2.2 Device Requirements
- You must use a compatible device that meets the App's minimum requirements: iOS 12.0 or later; Android 7.0 or later.
- You understand and agree that the App's functionality depends on your network environment (including but not limited to Wi-Fi and mobile data). Network quality may affect the accuracy and stability of diagnostic results.
2.3 Account Registration
- Automatic Registration: No separate registration is required. When you first launch the App, we will automatically generate a unique device identifier (Device ID) and create your basic account.
- Device Secret: During registration, we assign a unique device secret to your device, used to sign all subsequent API requests.
- Account Migration: If you change devices, you may contact our technical support to migrate your subscription benefits. Each account is entitled to one free device rebind per year, which must be completed through our device rebind endpoint (signature verification required).
3. Service Description and Usage Rules
3.1 Service Features
3.1.1 Ping Test
- Description: Uses TCP Connect to send probe packets to the specified target (IP address or domain), measuring reachability, response latency, and packet loss rate.
- Usage: Enter a target host (required), timeout (optional, default 5 seconds), and Ping count (optional, default 4), then tap "Start".
- Data Handling: Ping requests are initiated by you, executed on our server, and results returned to your device for display. We do not store your Ping operation records.
- PRO Limits: Free users can Ping a maximum of 4 times per session. PRO members can define a custom count up to 100.
3.1.2 Port Scan
- Description: Performs TCP connect tests against a target host to determine whether specified ports are open or closed.
- Usage: Enter the target host (required) and a port or port range (e.g., 80, 443, 8000-9000), then tap "Start". Scans are performed asynchronously on the server with up to 100 concurrent checks per session.
- Limits: Free users can scan up to 20 ports per session. PRO members can scan up to 65535 ports per session with a 30-second cooldown between scans (removed for PRO).
- Prohibited Use: Scanning third-party servers without explicit authorization is forbidden. You may only scan targets you own or are explicitly authorized to test.
3.1.3 Subnet Scan
- Description: Uses ARP to detect online devices on your current local network and displays IP address, MAC address, and hostname (when resolvable).
- Usage: Tap "Scan" and the App will send ARP requests on your local network to discover and list online devices.
- Data Safety: All subnet scan operations are performed locally on your device and are never uploaded to our server. Scan results are stored locally only.
- PRO Limits: Free users may scan up to 50 devices. PRO members have no device count limit.
3.1.4 DNS Lookup
- Description: Resolves a domain name via the specified DNS server (or the system default), returning IPv4/IPv6 addresses and other DNS records (MX, CNAME, etc.).
- Usage: Enter the domain (required) and DNS server (optional; defaults to system DNS), then tap "Lookup".
- Data Handling: DNS query records are retained on the server for 24 hours before automatic purge. PRO members can enable DNS caching with a 5-minute validity period.
- PRO Limits: Free users only support A record queries. PRO members support full record types (A, AAAA, MX, CNAME, TXT, NS, etc.).
3.1.5 Traceroute
- Description: Traces the network path from your device to the target host, displaying each hop's IP, hostname (if resolvable), and latency.
- Usage: Enter a target host (required) and maximum hops (optional, default 30), then tap "Start".
- Limits: Free users may run up to 10 traceroutes per 24 hours; PRO members up to 100 per 24 hours.
- Data Handling: Traceroute results are retained on the server for 7 days before automatic purge.
3.1.6 Speed Test
- Description: Measures download and upload bandwidth (Mbps) by downloading and uploading test files, and reports latency (Jitter) and packet loss.
- Usage: Select a node from the speed test node list (or let the system auto-select the optimal node), then tap "Start Test".
- Nodes: Speed test nodes are deployed and maintained by us and distributed globally to ensure objective measurement.
- Data Handling: Speed test records are retained on the server for 7 days. The traffic consumed by testing is billed by your ISP at standard rates.
- Prohibited Use: Using automated scripts or bots to run speed tests at high frequency, or placing load on nodes beyond normal use, is prohibited.
3.1.7 IP Geolocation Lookup
- Description: Queries geolocation information (country, province/state, city, ISP) for a given IP address.
- Usage: Enter an IP address (required) and tap "Lookup". Free users may also use this feature to look up their own public egress IP.
- Data Source: IP geolocation data is sourced from publicly available IP geolocation databases with city-level accuracy. Some inaccuracy may exist; no guarantee of geographic precision is provided.
3.1.8 HTTP Connectivity Test
- Description: Tests connectivity to a given URL, displaying HTTP status code, time to first byte (TTFB), response headers, and SSL certificate information.
- Usage: Enter a URL (required) and request method (GET / HEAD / POST), then tap "Test".
3.1.9 Whois Lookup
- Description: Queries domain registration information including registrant, registrar, expiration date, and DNS servers.
- Usage: Enter a domain (required) and tap "Lookup".
3.2 Service Changes and Interruptions
- We reserve the right to modify, interrupt, or terminate any portion of the Services at any time, with or without notice.
- If the Services are temporarily interrupted due to server maintenance, upgrades, fault recovery, or force majeure, we will restore service within a reasonable period but assume no liability for delayed or non-performance.
- Where possible, we will provide advance notice of planned interruptions, except as required by law or in emergencies.
3.3 Service Refusal
We reserve the right to refuse to provide Services without prior notice for any of the following reasons:
- You have violated any provision of this Agreement;
- You have used any automated scripts, bots, or other technical means to interfere with the normal operation of the Services;
- Your usage exceeds reasonable personal use limits (e.g., high-frequency concurrent requests, brute-force attempts);
- Your behavior may harm the legitimate rights and interests of us or any third party;
- Required by law, regulation, or government order.
4. PRO Membership
4.1 PRO Benefits
PRO members enjoy the following privileges:

4.2 Subscription Purchase
- PRO membership is offered as a subscription, with monthly and annual plans available.
- Channels: iOS users subscribe via Apple App Store In-App Purchase (Apple IAP); Android users via Google Play In-App Purchase.
- Pricing: Specific prices are those displayed on the in-app purchase screen. We reserve the right to adjust pricing. Existing subscribers at the time of a price adjustment are unaffected for the remainder of their current billing cycle; the new price applies to subsequent cycles.
- Payment: Payment is processed by each platform's payment system. We do not handle sensitive payment information (bank card numbers, CVC codes, etc.).
- Taxes: Where applicable law requires tax withholding, we will comply. Such taxes may be included in the subscription price.
4.3 Subscription Management
- Auto-Renewal: Subscriptions auto-renew 24 hours before the end of each billing cycle, unless auto-renewal is disabled at least 24 hours before the end of the current cycle. See Apple ID Subscription Management or Google Play Subscription Management for cancellation procedures.
- Cancellation: You may cancel at any time. Your PRO benefits continue through the end of the current billing cycle. Subscriptions are non-refundable (subject to platform refund policies; in certain cases, refunds may be requested directly from the platform within a specified period).
- Subscription Status: You can view your subscription status at in-app Settings → Subscription or in the relevant platform's subscription management page.
- Device Rebind: PRO members may rebind their device once per year for free by contacting technical support.
4.4 Refunds
- App Store / Google Play: All refund requests must be submitted directly to Apple or Google. We are unable to process refunds on their behalf. Apple's refund policy is available at support.apple.com; Google's at support.google.com.
- Special Cases: If you have solid evidence of abnormal charges (unauthorized by you), duplicate charges, or other losses caused by us, please contact us via in-app feedback or email. We will investigate and respond within 15 business days.
4.5 Price Adjustment Notification
- We will provide at least 30 days' advance notice via in-app notification before any price adjustment.
- The new price applies to your next renewal cycle after the adjustment takes effect.
- If you do not wish to continue at the new price, please cancel your subscription before it expires.
5. User Conduct
5.1 Your Commitments and Warranties
When using the App and Services, you commit and warrant that:
- Lawful Use: You will use the App and Services only for lawful purposes and will not use them for any illegal objective.
- Authorized Scanning: You will only scan, probe, or test servers, network devices, or domains that you legally own or have explicit authorization to test. Unauthorized port scanning, traceroute, or similar activities may violate applicable laws (including cybersecurity and criminal laws), potentially resulting in serious legal consequences. We strongly condemn and prohibit all unauthorized network probing.
- Accurate Information: All information you provide during registration and use (device information, contact details, etc.) is true, accurate, and complete.
- Account Security: You will safeguard your device and device secret, and will not disclose, transfer, or authorize any third party to use your account.
- No Reverse Engineering: You will not decompile, disassemble, reverse engineer, or extract the source code of the App.
- No Tampering: You will not modify or tamper with any feature, interface, or data of the App.
- No Malware: You will not use the App to disseminate viruses, trojans, worms, or any other harmful programs.
- No Interference: You will not use any technical means to interfere with the normal operation of the App or Services, and will not subject the server to load beyond normal use (e.g., DoS attacks, brute-force attempts).
5.2 Prohibited Activities
The following activities are strictly prohibited. Upon discovery, we will immediately terminate your service and reserve the right to pursue legal action:
- Using the App to scan, perform intrusion testing, or penetration testing on third-party systems without authorization;
- Conducting any form of network attack through the App, including but not limited to denial-of-service (DoS/DDoS) attacks and port abuse;
- Bulk-registering device accounts or using automated scripts to invoke the API at high frequency;
- Attempting to bypass any security mechanism or access control of the App;
- Using the App for commercialized network services (offered as part of a network monitoring service) or for competitive purposes;
- Infringing on others' privacy or disclosing third parties' personal information by any means;
- Violating any applicable law, regulation, or public order and good morals.
5.3 Enforcement
If a user violates the prohibitive provisions of this Agreement, we may take one or more of the following measures:
- Issue a warning and require remediation within a specified period;
- Temporarily freeze the account or restrict certain features;
- Permanently terminate the account and refuse to provide any Services;
- Cooperate with judicial or administrative authorities by providing relevant information;
- Pursue legal liability against the user in accordance with the law.
6. Intellectual Property
6.1 Our Intellectual Property
- The App (including but not limited to its interface design, functional modules, icons, logos, and copy) and all copyrights, patents, trademarks, and other intellectual property rights therein are owned by Baixi Technology.
- Open-source components and third-party libraries used by the App (such as Flutter, Dart, etc.) remain the property of their respective authors or rights holders.
- The deployment and operation of speed test nodes represent significant investment; the related technology and services are protected by intellectual property laws.
6.2 License Grant
- We grant you a limited, non-exclusive, non-transferable, revocable license to install and use the App on devices personally owned by you, for the duration of this Agreement.
- This license permits you to use the App only as expressly described in this Agreement and does not constitute a transfer or sale of any intellectual property.
6.3 Restrictions
- Without our written authorization, you may not copy, distribute, modify, reverse engineer, or otherwise extract the source code or design documents of any portion of the App.
- You may not embed the App or any portion thereof in other products or services without our written authorization.
- You may not use our trademarks, logos, or name for any commercial or non-commercial purpose without our written authorization.
6.4 Your Content
- Diagnostic data you input (target IPs, domains, etc.) and feedback you submit through the App are owned by you.
- You warrant that all content you input or submit does not infringe any third party's intellectual property, privacy, or other legitimate rights.
- You shall bear full responsibility for any damages we incur as a result of your content infringing third-party rights.
7. Disclaimers and Limitation of Liability
7.1 Service Quality Disclaimer
The App and Services are provided on an "AS IS" and "AS AVAILABLE" basis. We make no express or implied warranty regarding the operation of the App, including but not limited to:
- Fitness for your particular purpose;
- Uninterrupted, error-free, or secure operation;
- The accuracy, completeness, or reliability of any diagnostic result;
- The accuracy or completeness of any information obtained through the App;
- The impact on service of factors beyond our control, such as network quality, server status, or third-party services.
Diagnostic results are for reference only. Ping latency, packet loss rate, speed test results, and similar metrics are affected by network conditions, device performance, ISP policy, and many other factors. We make no commitment regarding the absolute accuracy of diagnostic results, which should not be used as the sole basis for diagnosing network issues. Always combine multiple approaches.
7.2 Network Security Disclaimer
- You assume all risks associated with using the App for network diagnostics. We are not liable for any direct or indirect damages (including but not limited to business interruption, data loss, or lost business opportunities) arising from your use of the App.
- Unauthorized network scanning and probing are illegal. All consequences arising therefrom are the sole responsibility of the actor, and we bear no liability.
7.3 Limitation of Liability
To the maximum extent permitted by applicable law, our liability to you is limited as follows:
- Exclusion of Indirect Damages: Regardless of any contract, tort (including negligence), or other legal theory, our aggregate liability to you is limited to direct damages only and shall not exceed the total fees you have actually paid to us in the twelve (12) months preceding the event giving rise to the claim (if any).
- Force Majeure: We are not liable for any failure to provide Services due to force majeure events including earthquake, typhoon, flood, fire, war, strike, government action, ISP failure, cyberattack, or power grid failure, but will use reasonable efforts to restore Service within a reasonable period.
- Third Parties: We are not directly liable for losses caused by the acts or omissions of third parties (including but not limited to ISPs, payment platforms, and app stores), but will assist you in asserting claims against the relevant third parties.
7.4 References and Links
- The App may contain links to third-party websites or services. These links are provided for your convenience only, and we make no express or implied warranty as to the content, privacy policy, or service quality of any third-party website.
- Any information you provide on a third-party website is governed by that third-party's privacy policy and terms, not this Agreement.
8. Export and Re-export
You understand and agree that the App and Services are subject to applicable Chinese export control laws and regulations. You agree not to use the App or Services for any purpose prohibited by law, and not to export or re-export the App or Services to any sanctioned country, region, entity, or individual.
9. Governing Law and Dispute Resolution
9.1 Governing Law
This Agreement is governed by, and shall be construed in accordance with, the laws of the People's Republic of China (excluding Hong Kong SAR, Macau SAR, and Taiwan, for the purposes of this Agreement).
9.2 Negotiation
Any dispute arising from this Agreement or the Services shall first be resolved through friendly negotiation between the parties. Negotiation shall commence within 30 days of the dispute arising.
9.3 Jurisdiction
If the dispute cannot be resolved through negotiation, either party may file a lawsuit with the competent people's court at the domicile of Baixi Technology.
9.4 Statute of Limitations
Unless otherwise required by law, you acknowledge and agree that any claim related to this Agreement or the Services must be filed within 2 years of the cause of action arising. Claims not filed within this period are deemed waived.
10. Miscellaneous
10.1 Severability
If any provision of this Agreement is held to be invalid, illegal, or unenforceable, it shall be modified to the minimum extent necessary to make it valid, legal, and enforceable while preserving its original intent. If modification is not possible, the invalid provision shall be severed, and the remaining provisions shall continue in full force and effect.
10.2 Entire Agreement
This Agreement (including its body, the Privacy Policy, and any rules or notices posted within the App) constitutes the entire agreement between you and us concerning the App and Services, and supersedes all prior oral or written agreements, understandings, representations, and warranties.
10.3 No Waiver
Our failure to exercise any right or provision under this Agreement does not constitute a waiver of that right or provision. A single or partial waiver of any breach shall not constitute a waiver of any subsequent or continuing breach.
10.4 Assignment
You may not assign any of your rights or obligations under this Agreement, in whole or in part, without our written consent. We may assign our rights and obligations under this Agreement, in whole or in part, to any affiliate or successor, and will notify you via in-app notification at least 30 days before the assignment takes effect.
10.5 Headings
Section headings in this Agreement are for convenience only and shall not affect interpretation of the Agreement's content.

Appendix: Platform-Specific Notes
iOS (Apple App Store)
- The App Store's App Review Guidelines and Developer Terms of Service apply to your use of the App alongside this Agreement; the portions concerning developer rights and obligations are incorporated by reference.
- Subscription purchases and refunds are processed by Apple and are subject to Apple's Subscription Terms.
- If any App Store term conflicts with this Agreement, the App Store term prevails to the extent of the conflict.
Android (Google Play)
- Google Play's Developer Distribution Agreement and Terms of Service apply to your use of the App alongside this Agreement.
- Subscription purchases and refunds are processed by Google and are subject to Google Play's subscription policies.
- If any Google Play term conflicts with this Agreement, the Google Play term prevails to the extent of the conflict.
